Update on Executive Order : Restoring America’s Maritime Dominance.
On April 9, 2025, the President issued an Executive Order titled Restoring America’s Maritime Dominance. The executive order responds to a USTR Public Report Investigation of China’s Targeting of the Maritime, Logistics, and Shipbuilding Sectors, which was concluded earlier this year. The order identifies that China produces approximately half of global commercial ships, while the U.S. constructs less than one percent. It acknowledges that the U.S. commercial shipbuilding capacity has been weakened, enabling strategic competitors like China to gain maritime dominance.
While the executive order clearly positions China as a strategic competitor in the maritime domain, it doesn’t establish new direct fees or tariffs on Chinese vessels entering U.S. ports.
